refine: query list, category keywords, and relevance terms

config.nas.yaml:
- Consolidate 9 → 8 queries: remove automotive imaging radar,
  wideband DOA radar, super resolution DOA; merge FMCW MIMO → MIMO radar;
  add radar waveform, radar super resolution
- Remove Target Modeling and RF Impairment categories
- Expand DOA keywords (Capon, subspace, compressive sensing)
- Update MIMO keywords (DDM, RDMA)
- Tighten Antenna keyword (array antenna only, drop generic antenna)
- Adjust relevance_terms: interference 1→2, add super resolution: 3,
  remove target simulation and phase noise

state/provider_circuit_breaker_state.json:
- Reset Crossref circuit breaker (recovered)
- Update Semantic Scholar open_until and strikes

docs/paper-monitor-todo.md:
- Mark IEEE network access unblocked (2026-08-21)
- Mark query refactoring done
- Mark classify_and_score category/scoring as partially complete
